Commitment to Integrity, Respect and Transparency
The Agency encourages any employee, candidate, client, supplier, partner or collaborator to report in good faith any situation that may constitute misconduct, a legal violation, unethical behavior, harassment, discrimination, fraud or any matter that may compromise the integrity of the organization.
Definitions
A complainant is any person who, in good faith, reports a concern, complaint or potentially improper situation under the policies, values or legal obligations of the Agency.
Misconduct may include psychological or sexual harassment, intimidation, discrimination, fraud, breach of trust, confidentiality violations, internal policy violations, disrespectful behavior, health and safety breaches, conflicts of interest, illegal practices or any violation of applicable laws.

Reporting Obligation
Anyone with reasonable grounds to believe that misconduct has occurred or may occur is encouraged to report it promptly. Reports may involve human rights violations, workplace harassment or violence, abusive behavior, criminal acts, fraud, discriminatory practices, CNESST compliance failures, confidentiality violations or any activity contrary to internal policies.
How to Report
Concerns should first be communicated, when possible, through normal internal communication channels. When a situation is sensitive, urgent or inappropriate to handle locally, a report may be sent directly to Agency management.

Confidentiality and Protection Against Reprisals
All reports are handled confidentially, seriously and impartially, respecting the rights of the persons concerned. The identity of the complainant is protected to the extent permitted by law and the needs of the investigation.
The Agency strictly prohibits reprisals against any person who makes a good-faith report. Retaliation may result in severe disciplinary measures.
Complaint Handling
When a report is received, a preliminary analysis is performed. An investigation may be opened, relevant persons may be interviewed and corrective measures may be applied when necessary. The Agency seeks to handle matters within reasonable timelines and professionally.
Bad-Faith Reports and Fair Treatment
Knowingly false, malicious or harmful accusations are themselves misconduct and may lead to disciplinary action, employment termination or appropriate legal remedies. Any person named in a report retains the right to be heard, respond to allegations and receive fair and impartial treatment.
Personal Information and Legal Obligations
Information collected during a report is handled in accordance with Quebec Law 25, Canadian privacy laws and confidentiality obligations. This policy complements obligations under CNESST, Quebec labour standards, human rights laws, occupational health and safety duties and applicable privacy laws.
